We start with what the site allows: zoning and permitted density, coverage and height, access, setbacks, topography, existing structures, services capacity and, for listed or protected buildings, the conservation constraints that will shape any intervention. These constraints determine the achievable area, and the achievable area determines everything else. We set them out plainly, together with the statutory route and realistic timescales for planning and building permits, so the programme in the appraisal reflects how approvals actually run in Cyprus rather than a best case.
cost and viability appraisal
Against the tested scheme we build an order-of-magnitude construction cost from measured areas and benchmarked rates, then add the full development cost: professional fees, statutory contributions, utility connections, fit-out, finance, contingency and inflation over the delivery period. Where revenue is relevant we test the outcome against realistic values and yields and report the margin, the break-even point and the sensitivity of the result to the two or three variables that actually move it. Presenting several scheme options side by side is usually more useful than optimising a single one.
options, risk and recommendation
A feasibility study should end with a decision, not a document. We compare the options on cost, programme, planning risk and return, identify the assumptions that carry the most exposure, and state what should be resolved before further commitment: a pre-application discussion, a structural survey, a soil investigation, a utilities enquiry. Where a scheme does not stack up we say so early and, where possible, show what would have to change for it to work — density, mix, specification, phasing or timing.
